The per curiam opinion of the court, filed January 4, 1999, is hereby amended. The seventh line of the first complete paragraph on page 13 is amended to read as follows (the deleted word is bracketed, and the substituted word is in bold face):

we do not intend that attorneys be [reluctant] reduced to obsequious

The Clerk of the Court is directed to incorporate the foregoing changes into the original opinion.
