IT IS HEREBY ORDERED that the motion for reinstatement of appeal is granted. This appeal is reinstated and is assigned to the supreme court pursuant to Assignment No. 00-17 filed August 7, 2000. The clerk of the district court of the third circuit shall retransmit the record to the supreme court within twenty days of the date of this order.
