The opinion of the court, filed on June 30, 2003 in the above-entitled case, is corrected as follows:

At page 17, line 11 from the top of the page, "[sic]" should be deleted, so the sentence reads as follows:

that the public fisc be reimbursed if [Petitioner]

IT IS HEREBY ORDERED that the clerk of the court is directed to incorporate the foregoing change in the original opinion and take all necessary steps to notify the publishing agencies of this change.
