IT IS HEREBY ORDERED that the motion for reconsideration of the July 12, 2002 summary disposition order is granted.

IT IS FURTHER ORDERED that the order denying motion to supplement the record on appeal, filed July 12, 2002, is vacated and the First Supplemental Record on Appeal, filed July 10, 2002, is reinstated.
