The opinion of the court, filed on November 18, 2003, is hereby corrected as to page 3, section I, Factual Background, line 3: "Pauokalani Avenue" should be corrected to "Paoakalani Avenue."

The Clerk of the Court is directed to incorporate the foregoing change in the original opinion.
