By order filed February 14, 2006 this court ordered that Petitioner Kathleen Nishida either pay the filing fee or submit a motion to proceed in forma pauperis. Petitioner did not pay the filing fee or submit a motion to proceed in forma pauperis. Therefore,

IT IS HEREBY ORDERED that the Application for a Writ of Habeas Corpus is dismissed.
