The majority opinion of the court, filed on February 27, 2007, is amended as follows (deletions are bracketed and additions are double underscored):

Lines 8 and 9 of footnote 14 are combined to indicate that it is a full paragraph.

Line 10 of the second paragraph of footnote 14 is amended by deleting ", and the United States" and by inserting "and" between Mexico and Netherlands, so that the line reads: "Italy, Mexico, and Netherlands[, and the United States]. See United Nations,"

The Clerk of the Court is directed to incorporate the foregoing changes in the original opinion and take all necessary steps to notify the publishing agencies of these changes.
