Upon consideration of the petition for a writ of habeas corpus and the papers in support, it appears that there is no evidence showing that the probable cause determination for HPD Report No. 07-031609 was made by a district judge whose impartiality was impaired by a conflict of interest known to the judge when the probable cause determination was made. Therefore,

IT IS HEREBY ORDERED that the petition for writ of habeas corpus is denied.
