Petitioner-plaintiff-appellant Richard Eline's "notice of appeal" to the supreme court filed on April 16, 2008, seeks review of the intermediate appellate court's dismissal of his appeal for non-payment or non-waiver of the filing fee, and is, therefore, deemed an application for writ of certiorari. The application is hereby rejected.
